Chicago police commander in lock up for being the police

As a lieutenant, he was also shown in a series of iconic Tribune photos during NATO summit protests in May 2012. The collection of photos shows Evans front-and-center, getting hit over the head with a wooden stick while fending off rowdy protesters just south of downtown.

A Chicago police commander frequently praised by Supt. Garry McCarthy for his no-nonsense approach to fighting crime in some of the city’s toughest neighborhoods was charged Wednesday with placing the barrel of his gun into a suspect’s mouth.

Cmdr. Glenn Evans, who headed the West Side’s Harrison patrol district until he was relieved of his police powers, faces one count of aggravated battery and one count of official misconduct, according to Sally Daly, a spokeswoman for State’s Attorney Anita Alvarez.

As recently as Monday, McCarthy offered a vigorous defense of Evans, whose case represents a new scandal for a department with a long history of abuse allegations. But after the charges were announced, the superintendent released a statement:

“The alleged actions, if true, are unacceptable to the both the residents we serve and to the men and women of this department. As soon as we were made aware of the charges Commander Evans was relieved of his police powers, pending the outcome of this matter. Like any private citizen, the commander is innocent until proven guilty and we need to allow this case to proceed like any other. We will cooperate fully with prosecutors.”

Evans is scheduled to appear in Bond Court on Thursday. He could not be reached for comment.

The allegations, first reported by WBEZ radio, stem from an arrest Evans and at least two of his officers made on Jan. 30, 2013 while on patrol in the Park Manor neighborhood. At the time, Evans was the commander of the South Side’s Grand Crossing patrol district.

Evans and the officers saw Rickey J. Williams, 24, standing near 71st Street and Eberhart Avenue and holding a blue steel handgun in his right hand, according to a police report. Evans approached Williams, who then ran away.

After briefly losing sight of him, police arrested Williams in an abandoned home, the report states. No gun was found on Williams, but he was arrested and charged with reckless conduct, a misdemeanor. The case was dropped a few months later.

Williams is being held on other charges at the Pontiac Correctional Center.

It was unclear at what point Evans allegedly placed the barrel of his service weapon into the suspect’s mouth. DNA from the man was found on Evans’ gun, according to a State Police lab report.

The Independent Police Review Authority, which looks into allegations of excessive force and other misconduct by Chicago police officers, investigated the gun-in-mouth complaint and recommended that Evans be relieved of his police powers until the case was resolved, but McCarthy left him in his position. The agency also forwarded its findings to Cook County prosecutors for possible criminal charges.

Evans is among 662 officers with 11 or more complaints during a five-year period in the 2000s, newly released police records show. He had 14 complaints between 2001 and 2006 and faced no discipline for any of them, the records show.

He has also been named as a defendant in a number of police misconduct lawsuits.

Among his peers, Evans has a reputation as an aggressive boss who works around the clock and often with regular officers on the streets in some of Chicago's worst neighborhoods. He has been publicly praised by McCarthy, who promoted Evans to the rank of commander in 2012.

During an unrelated news conference Monday at a West Side police station, McCarthy gave a stern response to a reporter when asked whether he supported Evans despite IPRA’s recommendation to have him relieved of his police powers.

“I'm not going to answer that question. That’s absurd. Do I support him? If I didn’t support him, he wouldn’t be there,” McCarthy said.

McCarthy continued to defend Evans, explaining how the commander was working through two high-profile incidents in his district over the weekend: the accidental shooting of a 3-year-old boy, and the shooting of an armed teenager by police that sparked protests.

“I'm sorry, do you know that Cmdr. Evans was working from 9 o’clock Friday morning until about midnight Saturday ...? You don’t,” McCarthy said. “And you also don’t know that Cmdr. Evans was on the scene of the police-related shooting last night on Sunday evening to ensure that there was not a problem on the streets. So you really should have some context when you ask questions like that.”

Prior to his promotion to commander, Evans was the tactical lieutenant in the Gresham patrol district, helping fight gang violence and drug activity.

Missouri Governor Jay Nixon along with Missouri Highway Patrol Captain Ron Johnson took questions from frustrated members of the community Friday morning in Ferguson.

The news conference came just hours after the name of the officer involved in Michael Brown’s death was released to the public.   That officer, Darren Wilson, was identified along with more details about what may have lead up to Brown’s death.

Upset demonstrators expressed frustrations over the way the officer’s name was released and  coupled with Brown’s involvement with a convenience store robbery.

Ferguson Police Chief Tom Jackson released surveillance photos of who they believe to be Mike Brown involved in the robbery of a convenience store.    Jackson says investigators believe Brown stole a pack of cigars and was later shot by Officer Wilson.

Nixon said while the new facts are out, the focal point should remain to figure out how and why Michael Brown was killed and how to get justice.

After abruptly leaving a Friday morning news conference, Ferguson Police Chief Tom Jackson held another media briefing to explain why he released the officer’s name along with the surveillance video of a robbery suspect believed to be Michael Brown.

Demonstrators were upset Friday morning when the chief told the crowd Brown had allegedly robbed a convenience store just moments before he was shot and killed by officer Darren Wilson.

Jackson said he released both pieces of evidence at the same time because the media had asked for both.  However, he did say the robbery and the shooting of Michael Brown were not connected.

“All I did was release the video tape because I had to, ” Jackson said.

During the news conference Jackson said the officer who shot Brown did stop him and his friend because they were walking down the middle of the street.   That officer had not responded to the robbery call.

Jackson said he has not met with Brown’s family again. There was a meeting scheduled but the Brown family had not had a chance to consult with their attorney.

Jackson gave a few more details about officer Darren Wilson calling him a “gentleman” and a “quiet officer.”

“He’s devastated. Absolutely devastated. He never intended for any of this to happen.”

Wilson served two years with the Jennings police department and has been a Ferguson officer for four year.

Lawyers representing the family of Michael Brown are speaking out this afternoon after Chief Jackson released the officers name and a video tape showing their son allegedly taking part in the robbery of a store clerk. Attorney Daryl Parks says the family has confidence in the federal investigation. But, Micheal’s mother is upset because the video has nothing to do with Micheal being killed.  They say it was careless to release the footage.  Representative Daryl Parks called the release, “character assassination.”

The lawyers also asked for the demonstrators in Ferguson to remain calm.  They want nothing but law and order.  Parks says the mood of tonight should be like that of last night.  But, people always create sideshows in events like this.

The family knows that Michael Brown was not perfect.  Representatives say that what happened in the 18 years before the shooting do not matter.  They say Michael Brown was shot while surrendering to police.

Michael Brown was shot and killed in a police involved shooting on Saturday, August 9th.    Brown was allegedly involved in a recent robbery.  The details emerged on Friday morning from Ferguson police department.  A video was released from liquor store surveillance footage.  The store owners have nothing to do with the investigation and want to be left alone, according to representative Jake Kanzler.

The shooting of Michael Brown has sparked demonstrations in Ferguson all week.  The outrage over the shooting, looting and police response has received national attention.  The president weighed in on the situation on Thursday and protests across the country have started in concert with the situation in St. Louis.

With the surge of law enforcement and National Guard troops to America’s southern border, the Rio Grande Valley region is becoming increasingly difficult for Mexico’s criminal cartels to penetrate.

Immigrants who see men armed with automatic weapons and dressed in combat fatigues, like the Texas game wardens currently patrolling the border, may also suddenly become motivated to seek access to the United States elsewhere.

Of course, other areas are not always easier to sneak through. Arizona deputies near Tucson, for example, have arrested thousands of illegals in recent months.

Therefore, some would-be illegal immigrants who want to take advantage of President Obama’s amnesty policies may have to get creative.

Like, for instance, the 13 illegal immigrants who were taken into custody by Border Patrol agents at the Campo Border Patrol Westbound I-8 checkpoint in Pine Valley, California.

According to reports, the men were dressed in U.S. Marine uniforms and traveling in a white van with “stolen license plates belonging to the U.S. Marine Corps.” They were also accompanied by two American citizens.

Sign can pay millions thanks to law makers

So law makers told businesses to put this sign up to get you not to carry a gun in thier store. So the smart politicians of illinois just allowed to make millions off these businesses.  How you ask well we spoke with Jack Zaremba who is a lawyer and we also spoke with Chicago Criminal Defense Attorney David L. Freidberg. Both lawyers in not so many words gave scenarios as to how a business like Walmart can pay millions or a business like Subway or Oasis on 294 can be liable. 

Scenario 1
You are walking from the parking lot and approach the doors of Walmart when you notice the sign below.  You walk back to the car to put your gun away. You then start heading back to the store when you are robbed at gun point.  Walmart is now liable for your mental stability and the loss of your personal property as well as the ptsd at work.  Or

You successfully finished your shopping when you noticed your car was broken into and your firearm is gone. Walmart is now liable for the missing firearm and damage and repairs to your car.

Scenario 2
You are a ccw card carrier when a man comes in to Subway and or oasis on the toll ways and sticks up the place because of the sign. You can't defend your self or the store.

Scenario 3
Your in the forest preserve or public transportation and your a female.

1 forest preserve jogging male comes out of no where and attacks you. Your life is now going to end if you don't cooperate and because you can't have a gun. Now the County has to pay out.

2 your on the cta, pace, or metra and your mugged or raped and having your gun could have helped but because of the law you can't carry or you can but needs to be broken down.  The transportation agency and or the county, city, and or state will be paying you for your traumatic injury to your mental stability.  These are two lawyers who see this coming and are preparing to see who they can suite to get you money.
They also informed us that if the criminal is caught he or she can be held liable.
